EHANG’s “sandbox” VALIDATION of EH216-S by Sri Lankan Civil Aviation Authority—WHAT’S IT REALLY PROVING?

EHANG is copying the US’s eIPP on an international basis. The company (PRC[2]) has entered into an agreement with the (CAASL) to engage in a sandbox demonstration of EH216-S flights[3] and practical operation scenarios. The announcement points to initial trials:

- Then scenic flights over the fortresses of Sigiriya
- Plus shuttle flights connecting Katunayake airport to hotels in the centER of the capital.
- And maybe even maritime cargo logistics applications.

The Fast Track envisions a replicable, four-phase roadmap, aiming to enable authorities to move from VALIDATION TO COMMERCIALIZATION more efficiently based on an already-certified aircraft:

- VALIDATE airworthiness, flight operations, emergency procedures, and ground systems
- Framework alignment — regulatory workflow established, and validation pathway defined.

The EHANG plan will “COMPRESS TIMELINES from years to months,” so sayeth the company.
SAASL has excellent rankings by ICAO (USOAP) and FAA (IASA). Its airlines are well known for their safety. They regulate 5 airlines[4] , 4 major land aerodromes and 2 water aerodromes[5]. They have no experience issuing a Type Certificate for an aircraft, other than accepting the TC of another CAA—which is what they are presumably going to do with the EH216-S.
CAALS will be called on to complete the eight safety determinations (above) under the FAST TRACK TASKS. This an extraordinary challenge- the aircraft has engineering that is filled with cutting edge technology. like :

While many of these specific assessments are technically covered by the CAAC’s TC/AC, CAASL has agreed to VALIDATE flight operations, emergency procedures, and ground systems through these exercises. REGULATORS must do more than “observe” to make such SAFETY DETERMINATIONS; so CAASL must define exacting criteria on which these safety parameters will be judged. OTHERWISE THE VALIDATION WILL RECEIVE LITTLE CREDENCE by other CAAs.
Without any substantive evidence, is it fair to question Sri Lanka’s true independence, given the PRC’s financing of the former kingdom’s important sectors?
Churchill’s quote about Russia seems apropos to the PRC which today qualifies as “an enigma wrapped in conundrum.” IT WILL BE INTERESTING TO SEE HOW THIS SANDBOX VALIDATION PROVES
THAT THE EH216-S CAN OPERATE SAFELY OTHER THAN ON A PREPLANNED EXHIBITION.
Sri Lanka joins EHang’s fast-track programme

Colombo to take part in effort to cut certification and adoption timeline for Chinese eVTOL platform from years to months.
Chinese electric vertical take-off and landing (eVTOL) developer EHang has launched an initiative to accelerate the take-up of its autonomous EH216-S in export markets, with Sri Lanka the first to join what it calls its Global Fast Track Program.
The effort is designed to HASTEN certification and entry into service by working with civil aviation authorities to “COMPRESS TIMELINES from years to months,” says EHang.
The Guangzhou-based company has been flying sightseers in China since achieving an operating certificate for the EH216-S in March 2025, 17 months after being granted type certification. EHang is the first eVTOL manufacturer to reach this milestone.
Although NO JURISDICTIONS OTHER THAN CHINA HAVE APPROVED THE EH216-S, EHang has flown demonstration flights with the pilotless platform in 23 countries, including over the summer in Kazakhstan, the canton of Ticino in Switzerland, and at the Tulum air show in Mexico.
Sri Lanka’s ministry of ports and civil aviation and its civil aviation authority will oversee the latest programme which, according to EHang, will build on “the practical experience… accumulated through years of engagement with multiple civil aviation authorities.”
The aim is to create a “REPLICABLE, FOUR-PHASE ROADMAP TO ENABLE AUTHORITIES TO MOVE FROM VALIDATION TO COMMERCIALISATION more efficiently, based on an already certified
aircraft.”
EHang and Sri Lankan officials will “jointly plan sandbox flight[6] sites and practical operation scenarios,” with initial trials centered on Colombo’s Port City special economic zone.
Future routes under consideration include scenic flights over the fortresses of Sigiriya and shuttle flights connecting Katunayake airport to hotels in the centre of the capital. EHang says that maritime cargo logistics applications are also being explored.
“Sri Lanka is embracing emerging aviation technologies to transform our tourism industry, strengthen emergency response capabilities, and meet maritime logistics and coastal services needs,” says Anura Karunathilaka, Sri Lanka’s minister of ports and civil aviation, who adds that the programme “offers a structured approach that aligns well with our development priorities.”
