As often mentioned, the drive for safety culture is tenuous and requires constant attention. The Israeli Civil Aviation Authority has demonstrated that hypothesis- having been found to be deficient only a few years ago, it Is NOW placed in the ICAO list of top twenty. The prior criticisms included poor legislative authority, less than adequate training and insufficient staffing (linked to poor surveillance).
That’s quite a turnaround for a country with a proud aviation heritage and an industry considered to be world class.
The most important lesson from this up and down cycle is that the striving for aviation excellence is never ending. The ICAA and the aviation community cannot relax and rest on their laurels.
