J.E. (Sandy) Murdock III – since 2010 Sandy has supported JDA as a legal counselor for JDA clients, a Regulatory Affairs training course instructor and principle author and contributor to JDA’s FAA Insight Blog authoring over 300 articles.
He was an Adjunct Professor at the George Mason University, School of Public Policy designing and presenting lectures that were included as part of the curriculum for a Master’s Degree in Public Policy candidates
Sandy served as Senior Vice President, Administration & General Counsel, for the National Business Aviation Association overseeing and improving the administrative programs, accounting, auditing and hiring practices,
As a partner at Shaw Pittman, a Washington DC law firm, Sandy represented major aviation associations and other aviation segments before Congress, the Executive Branch and Courts while chairing the government relations group. He led federal and state environmental reviews of airport expansions and drafted creative strategies to meet clients’ goals. Sandy directed power-plant manufacturer’s Freedom of Information Act appeal from initial FAA petition to final Supreme Court affirmation of decision, which protected the client’s data valuing billions of dollars. He supported the Governor of Hawai’i on the state’s aviation interests in Washington.
Sandy served as FAA Chief Counsel keeping White House officials and Congressional and Senate elected representatives and their state apprised on FAA safety, airports, policy and environmental matters. He was the Chief Legal Officer for all rulemaking, environmental, acquisition, personnel, and ethical and litigation matters and led the FAA legal effort on PATCO strike and was the principle FAA spokesperson with the media for all strike related matters. Sandy as served as Acting FAA Deputy Administrator for 1 year dealing with high level issues with DoT and was often called upon to act for the Administrator on all matters delegated or in his absence.
Sandy was also a General Attorney, Antitrust Counsel and Strategic Planner for United Airlines conducting legal proceedings before CAB, FAA, and NTSB in support of corporate initiatives
Sandy has an MBA from Northwestern University, a JD from Columbia Law School and a BA in History from Princeton University and passed the Bar for the State of Illinois and Washington DC.
