As noted in a previous JDA blog post, the remarks of the Nigerian aviation safety officials state conclusions that are ordinarily reserved until after a full review of an accident. The attached article, citing both ICAO (the UN aviation safety body) and IATA (the international airline association), makes the same point. The procedural safeguards inherent in an accident investigation assure that due deliberation is exercised before major actions are taken and/or penalties are assessed. Quick conclusions all too frequently take the regulatory authorities down a false path.
