JDA's hallmark is aviation safety. Advancing airports from the current Part 139 protocol to a fully functioning Airport Safety Management System (SMS) is about closing the gaps in safety communication and culture, Safety event data gathering, analysis and mitigation.

JDA is a MITRE-licensed SMS training organization (MITRE is contracted to support the FAA with the implementation of SMS pilot programs and training in the U.S.), and has extensive real-world experience in developing the programs, interfaces and manuals that comprise a robust SMS.

JDA Approach - Our solution ensures successful completion of the requirements for developing and implementing an Airport SMS.

1. Gap Analysis - JDA uses its extensive SMS expertise, training, and materials to analyze the Airport's current safety program against the FAA AC 150/5200-37 SMS Framework for Airports and the FAA Airport SMS Notice of Proposed Rulemaking (NPRM) with a Safety Gap Analysis (SGA). Our SMS team will also complete a Safety Cultural Assessment (SCA) of Airport employees and staff, collecting both quantitative and qualitative data to help establish a baseline of the Airport's current safety culture. The results of the SGA and SCA identify strengths, shortfalls, and opportunities for implementing a robust SMS. Using the data from the SGA and SCA, the team will work collaboratively with the Airport staff to address all the SMS shortfalls and develop the necessary policies, procedures, and programs stipulated in FAA AC 150/5200-37 SMS for Airports.
2. Implementation Plan - the key to a successful SMS project is the planning and design work that defines how long the project will take and who needs to be involved. We have project and program managers that can organize and help develop your plan to define the commitments and resources that will ensure your program's success.
3. SMS Manual - With input from the Airport staff we will write the SMS Manual using our SMS Manual Template that follows the ICAO and FAA SMS Manual content model for Airports.
4. Safety Event and Hazard Reporting - From the onset of the project we implement and use the Intelex web-based SMS hazard reporting and internet application and portal. The hosted application and portal is already operational and being used by numerous aviation organizations worldwide. The hosted solution includes an SMS application that enables anonymous safety report reporting, document control and management, as well as all other FAA and ICAO SMS Components.

The JDA solution result is an SMS that follows FAA AC 150/5200-37 and meets the criteria for the SMS regulation that will be required by law in the 2012-2014 timeframe, as well as longer term SMS objectives of shared data across airlines, airports and the FAA.
