O'Hare Runway Rotation Test Program Game Changer in Airport Noise Management

Supported by analysis contained in a JDA study that was funded by the Suburban O'Hare Commission (SOC), the O'Hare Noise Compatibility Commission (ONCC) has approved a 12- week runway rotation test program that will reduce jet noise for nearly 68,000 residents near the airport. The program is designed to ensure that every community near O'Hare will receive some benefit from reduced nighttime airplane noise from the estimated 45 arrivals and 35 departures each night.
The degree of collaboration between all parties involved is an historic milestone in addressing airport noise. The process was driven by the willingness of the airport commissioner to work with SOC and share information and the willingness of 11 government entities to work for the good of the collective communities. None of this would have happened without the technical support on both sides, from the airport planning firm of Landrum and Brown for The Chicago Department of Aviation (CDA) and JDA for SOC.
"The collaborative process is a model of how airport noise issues should be addressed nationwide," said Joe Del Balzo, President and CEO of JDA. "All the decisions were based on tests and data and the willingness by all parties to work together in transparent way. It required the CDA to have an open mind to address noise issues and it required the communities to accept that noise is a given and that the best approach is to distribute it fairly," Del Balzo said.
"This program would not have been approved without the spirit of cooperation. O'Hare noise cannot be eliminated so we agreed to cooperate and distribute the noise fairly and equitably providing the best solutions for all communities" said Elk Grove Village Mayor and SOC Chairman Craig Johnson.
The test period will provide critical information that will be analyzed to improve the final rotation program for ONCC consideration in 2017.
