The Radio Technical Corporation for Aeronautics, now RTCA, was formed in 1938 to develop consensus on the developmental challenges which face the FAA. With the advent of NextGen and the host of ATC, navigational and equipment issues that are involved in its implementation, it is most significant that the next Chair of this group is the President of the Aircraft Owners and Pilots Association, the most vocal advocate of the general aviation sector.

Craig Fuller is the leader of the most politically active and powerful aviation group, which generally does not welcome the addition of mandated expensive equipment. AOPA, NBAA and GAMA also have been successful in blocking enactment of user fees that would have paid for the FAA’s implementation of NextGen. That history strongly suggests what his guiding principles for leading RTCA will be.
