ARTICLE: ACSF ASAP Program Goes Live

The Aviation Safety Action Program (ASAP) is an incredibly valuable safety tool based on a partnership that includes the FAA, the certificate holder, and third party organizations such as the labor unions.

Congratulations to the Air Charter Safety Foundation and its two Part 135 operators for leading the way with the ASAP pilot program. The goal of the ASAP is to enhance aviation safety through the prevention of accidents and incidents. Its focus is to encourage voluntary reporting of safety issues and events that come to the attention of employees of certificate holders even though they may involve alleged violations of Federal Aviation Regulations.

Hopefully the Minneapolis Flight Standards District Office will adhere to the ASAP enforcement-related incentives to ensure expansion of the program to other regions and to bolster safety for this segment of the industry.

Careful implementation of the ASAP is key to long term safety program effectiveness, which all three parties should support and vigorously implement. SMS also holds incredible benefit for safety enhancements, but remains in the distance as a regulatory requirement for 135 operators. The implementation of ASAP, which is a component of a good SMS, will go a long way in helping drive adoption of SMS in the 135 community.

Congratulations ACSF, FAA and air carriers! The addition of ASAP to your safety and regulatory tool box will be a great help but only in proportion to your attention to the details and support of the program.
